From 7pm yesterday to 7am today (03/11/2019) today it rained 32.6% of what was supposed to rain in the whole of March in the city of São Paulo, which has so far killed 12 people from drowning and burial. Councilman Eduardo Tuma (PSDB), interim mayor of the city of São Paulo, said that given the exceptional rainfall “there is no way to predict, there is no a priori action that can provide a posteriori solution to the event”. The absurd statement of the interim mayor of Sao Paulo is the same as many incompetent and irresponsible rulers who attribute the flood to excessive rainfall and that nothing could be done to address it, when what actually occurred was the lack of preventive and precautionary measures to deal with the occurrence of rainfall during this time of year.
Regarding preventive and precautionary measures to deal with events such as yesterday in São Paulo, they are cited in articles that I have published on various websites and a specialized magazine, such as the following:

These articles show what and how to take preventive and precautionary measures against extreme weather events, including floods. The interim mayor of São Paulo and other rulers of Brazil need to surround themselves with competent technical advice to assume their responsibilities in order to protect people and public and private property against extreme events not to say nonsense such as “there is no a priori action that can provide a posteriori solution to the occurrence”.
