PARLIAMENTARIANS AND STATE GOVERNORS THAT BRAZIL NEEDS

This article aims to show the importance of the Brazilian people voting in the next parliamentary elections for the Chamber of Deputies, for the Federal Senate and for the State Legislative Assemblies and for the state governments in candidates that are aligned with the government’s plan of candidate for president of the Republic who is committed to reversing all the social ills generated by the Bolsonaro government and to eradicate from the country all the neoliberal measures imposed by the various Brazilian governments since 1990. In the article The president that Brazil needs, published recently, we trace the profile of the President of the Republic that Brazil needs in the current historical moment. In this article, we state that the future president of Brazil must prioritize the solution of social problems that will only be solved by solving economic problems that will require the Brazilian State to take the lead, unlike the impotent Brazilian State it has been transformed into since 1990 with the adoption in Brazil of the neoliberal society model. In this article, we state that the future President of Brazil must be able to urgently meet the most pressing needs of the vast majority of the Brazilian population, which are increased employment with their labor rights guaranteed, social assistance for the unemployed, increased income of population today very degraded, access to their own homes by the poor with the necessary infrastructure, the provision of guaranteed social assistance to homeless populations, overcoming the endemic hunger suffered by the Brazilian population and the provision of quality public education and universal and services of health and social security for the entire population.

In the above-mentioned article, we affirm that the future President of Brazil must commit, primarily, as a candidate, to reversing all the social ills generated by the Bolsonaro government and to eradicating from the country all neoliberal measures contrary to the interests of the people, national companies and of the Brazilian nation imposed by the various Brazilian governments since 1990. In that article, we affirm that, without the extirpation of the social ills generated by the Bolsonaro government and the neoliberal measures adopted in Brazil since 1990, the economic, social and environmental problems of Brazil will not be resolved. This is the condition without which we will continue to live with the evils that have affected our country since 1990 and, above all, during the Bolsonaro government, which incorporated yet another aggravating factor by attacking the democratic system implemented in Brazil since 1988 with its intention to implement a fascist dictatorship. We affirm in the above-mentioned article that the future President of Brazil must also commit to defending the principles of the democratic Constitution of 1988. We affirm that Brazil and the world can no longer coexist with neoliberal globalization because of political and economic, social and environmental devastation caused by it. In that article, we affirm that the future President of Brazil must necessarily demonstrate convincingly that he has a plan to be put into practice that aims to meet the expectations of the broadest layers of the Brazilian population. This plan must be capable of reactivating the Brazilian economy, raising the population’s employment and income levels, meeting the needs of populations that are socially disinherited today, and overcoming the country’s economic, scientific and technological dependence on the outside world. These are the conditions that I consider essential for the future president of Brazil to win the support of expressive layers of the population and succeed in executing his government plan.

However, to govern putting into practice his government plan, the future president of the Republic must ensure governability. In a presidential republic like Brazil, effective Governability is achieved when the Executive Branch has the support of the majority of Parliament, the population or broad sectors of civil society. It should be noted that governability is only achieved when there is: 1) the most constructive relationship possible between the constituted powers of the Republic (Executive, Legislative and Judiciary) among themselves in the decision-making process; 2) the most constructive relationship possible between the constituted powers of the Republic and the governments of the member states of the Brazilian federation and municipalities in the decision-making process; and 3) the most constructive relationship possible between the constituted powers of the Republic and Civil Society in the decision-making process. Governability expresses, in short, the possibility for a nation’s government to carry out public policies resulting from the convergence between the various instances of the national State with each other and between the latter and Civil Society organizations. Without Governability conditions, it is impossible adequate Governance. It should be noted that Governance is related to the financial and administrative capacity of the government of a national State and the competence of its managers to practice public policies. Governance is the competence of government managers to put into practice the decisions taken or, in other words, the capacity of the national state to exercise its government. Governance means transforming government action into public action, articulating government actions at all levels and with Civil Society.

Without Governability conditions, adequate Governance is impossible. Brazil will only achieve governability and ensure effective governance as long as the federal government has a parliamentary majority in the Chamber of Deputies and the in Federal Senate and has the support of the majority of state and municipal governments. This means that, in addition to electing the future president, it is necessary that the majority of parliamentarians and state governors are politically aligned with it to put into practice the government plan. It is not enough, therefore, to elect a new President of the Republic committed to the interests of the vast majority of the population. It is necessary to fight against the election of corrupt parliamentarians who are at the service of economic groups and who currently constitute the majority in the National Congress. It is necessary to elect parliamentarians and also state governors committed to carrying out the government plan of the candidate for president of the Republic who is committed to carrying out the political, economic, social and environmental changes necessary for Brazil. Therefore, it is necessary that the electorate elect a majority of parliamentarians and state governors who are committed to the extirpation of social ills in Brazil and the extirpation of neoliberal measures that have contributed to compromising the interests of the population and of Brazil since 1990. It means to say that the electorate should not vote for candidates for the parliament and government of the states that are bolsonarists and in favor of neoliberalism.
